Welcome and thank you for your interest in the Postsecondary Enrollment Options (PSEO) program at Anoka Technical College.
The PSEO program was established by Minnesota State Statutes 124D.09 to "promote rigorous educational pursuits and provide a wider variety of options for students."
Through PSEO, 10th, 11th and 12th grade high school students may earn both secondary and postsecondary credit for college or university courses completed on a college or university campus, at a high school or at another location.

PSEO Application Process
NOTE: All application materials must be submitted by the deadline in order to be considered for admission. No exceptions will be made to the posted deadlines.
- Complete the Anoka Technical College Online Application
- Complete page one of the Minnesota Department of Education PSEO Notice of Student Registration form
- Submit high school transcript
- Submit ACT, SAT, or MCA test scores OR take the Accuplacer test
- Attend a required on-campus PSEO Orientation & Registration Session (session dates will be included in the acceptance email, once all application materials have been submitted and processed)

Public School Students
- Spring Semester
- Priority Deadline: November 1
- Final Deadline: December 1
: Minnesota Statutes, section 124D.09, subdivision 7, requires public school students to inform the district by May 30
of each year of the pupil’s intent to enroll in postsecondary courses during the following school year to assist the district in planning. A pupil is bound by notifying or not notifying the district by May 30. Consult with your public school district for a waiver of this deadline requirement.
Sophomore Eligibility Requirements & Course Limitations
A 10th grade student can take only one Career and Technical Education (CTE) course their first semester of enrollment. If the student passes the first CTE course with a C or higher, they can take additional CTE courses the second semester of their 10th grade year. Not all Anoka Tech classes are open to 10th graders. Please review the 10th Grader Eligible Classes list for CTE course options.
A 10th grade student applying to enroll in a CTE course must have received a passing score on the 8th grade Minnesota Comprehensive Assessment (MCA) in Reading. A 10th grade student who did not take the 8th grade MCA in Reading must obtain an Accuplacer Reading score of 250 or higher.
A 10th grade student must also meet the specific course requirements and prerequisites of the CTE course they wish to enroll in.
Junior & Senior Admission
Junior & Senior Eligibility Requirements
Juniors must have a cumulative GPA of 2.5 or higher
OR obtain an Accuplacer Reading score of 250 or higher
OR score above the 70th percentile on a nationally standardized, norm-referenced test such as the PreACT, ACT, PSAT, ITED, or CAT (Timed Version)
Seniors must have a cumulative GPA of 2.5 or higher
OR obtain an Accuplacer Reading score of 250 or higher
OR score above the 50th percentile on a nationally standardized, norm-referenced test such as the PreACT, ACT, PSAT, ITED, or CAT (Timed Version)
Juniors & Seniors:
Juniors and Seniors must meet the specific course requirements and prerequisites of the course(s) they wish to enroll in.
Juniors and Seniors who do not meet admission requirements, but can demonstrate that they have the motivation and support to be successful in college level courses, have an option to complete a two-page, double-spaced essay to appeal admission into the PSEO program. The PSEO Admissions office will notify students if they must complete this requirement.
Accuplacer Placement Testing
One way to ensure you are placed in the correct courses is to measure your current skill levels in reading, writing and math through the ACCUPLACER assessment test, also referred to as the placement test. This is not a measure of your potential but an assessment of college readiness. The ACCUPLACER Testing Center is located by the main entrance of the college.
- Available on a walk-in basis per the current Walk-In Test Schedule
- Multiple-choice, untimed (generally takes 1.5 to 2 hours), not pass/fail
- Calculators are not permitted, scratch paper and pencil provided
- Results are immediate and help students select courses
- Some courses require certain ACCUPLACER scores for registration. Students should check course descriptions for pre-requisites.

Costs Covered: Tuition, fees, and textbooks for PSEO students are paid for by the State of Minnesota’s Post Secondary Education Options Program. These expenses are covered as part of your high school education.
Textbooks: Course textbooks are available for PSEO students at the Anoka Tech Bookstore, and can be picked up one week prior to the start of the semester. These books are borrowed from the college, and must be returned to the Anoka Tech Bookstore at the end of the semester. If the borrowed textbooks are not returned, the student will be billed for the price of each book. All bills must be paid before transcripts will be released to other institutions. Alternatively, students may elect to pay for books and keep them if they choose to.
Costs NOT covered: The PSEO program does not cover the cost of general school expenses such as notebooks, pens, pencils, test-out fees, or non-consumable supplies. Examples of non-consumable supplies include uniforms for the EMS program, scrubs for CNA class, or tools for programs such as Welding, Automotive, and Machine Trades. Some programs do have used tools available for PSEO students to borrow (please check with program faculty for availability).
Transportation: School District-provided transportation services are not available for students participating in PSEO. However, students from families whose income levels are below the federal poverty guidelines may qualify for mileage reimbursement.
Restricted Courses & Programs
There are some courses and programs at Anoka Technical College that are not eligible for PSEO students to enroll in.
PSEO Funding is not available for:
- Summer classes
- Developmental level classes (which are classes below college level, and numbered less than 1000)
- Programs that require special admission: Surgical Technology, Licensed Practical Nursing, and Occupational Therapy Assistant
- Credit for prior learning

If a PSEO student wishes to enroll in developmental level or summer classes, they can do so and be responsible for all costs (tuition, fees, books) associated with those classes.
Full Time Only Technical Programs:
High School students may find it extremely challenging to enroll in a technical program that is full-time only (or does not have scheduling options for part-time students). Technical programs are focused primarily on teaching hands-on skills, and do not include many of the core or general education courses that high school students need in order to graduate high school. Our full-time only programs include Automotive, Construction Electrician (current wait list), and Welding. High school students interested in these programs should plan in advance with their high school counselors to ensure their schedules can accommodate a full semester or year of technical elective credits.
PSEO Student Agreement
Anoka Technical College is committed to the success of our PSEO students. PSEO students are held to college standards, and are expected to agree to the information within the PSEO Agreement of Understanding. Please read this document carefully so you understand your responsibilities while attending Anoka Tech's PSEO Program.
Satisfactory Academic Progress Standards
Students participating in the PSEO program are held to the same academic standards as regular college students. Students must maintain a cumulative GPA of 2.0 or higher and a completion rate of 67% or higher in order to remain in good academic standing at the college. Continuing PSEO Students
Registration for Next Semester
PSEO Notice of Student Registration Form: PSEO students must submit a PSEO Notice of Student Registration (NOSR) Form for each semester of attendance. This form is located on the right side of this website under FORMS. A PSEO registration hold will be on the student's account until this form is on file with the college. Continuing PSEO students must hand in a completed form to the Records Office in order for this hold to be removed to allow registration.
eServices Account: Students can login to their eServices account to find out when their registration window opens. Students are encouraged to start looking at the course schedule early, and add courses of interest to their wish list in eServices to expedite the process when registration opens.
Advising and Registration Assistance: Students who are admitted into a program should meet with the faculty advisor(s) within that program for advising. Any other student who wishes to seek assistance with course selection and registration should contact Enrollment Services or Counseling Services. Students must submit the PSEO NOSR form to the Records Office prior to making an advising appointment, otherwise students will be blocked from registering.
Graduating PSEO Students
Enrollment as a regular/undergraduate student: Congratulations on your upcoming high school graduation! We encourage you to continue your college education here at Anoka Tech. A PSEO student who is graduating high school and wants to continue to enroll in classes at Anoka Tech should follow certain steps to continue as a regular/undergraduate college student. Transcripts: If a student plans to attend another Minnesota State College or University, please contact the receiving institution's Admissions or Records Office and ask them to obtain your e-Transcript, provided there are no holds on your records. Students are responsible for sending a transcript to any non-Minnesota State college or university that they plan to attend. Visit Records & Registration to request an official transcript.
Transferring to other Colleges/Universities: Students are encouraged to use the Transferology website, which is an online tool that will help you view program requirements, course equivalencies, and to see how courses you have taken or plan to take transfer to another college or university. Students who plan to transfer Anoka Technical College courses to other institutions should consult with the transfer specialist at the other college/university to understand transfer policies and process.
